Why is the height restriction for Disney Quest's AstroBlaster 51"?

Does anyone know if the 51" requirement for AstroBlaster is just for riding alone? Can you be a bit shorter and ride with an adult? Are they strict with the height requirements at Disney Quest? My 6 year old wants to ride AstroBlaster when we go next month.

....my thoughts are, this is a bumper car style and there is probably a height requirement so that he can reach the pedals to drive safely.

I'm also thinking we rode two to a car, because you are driving AND loading and shooting balls at each other. Almost a two man operation.
