Why don't they offer packages for passholders?

I'm looking at rates for next year. I would like to get a package that includes meals and some tours, but they all include tickets. Does anyone know why they don't offer packages for passholders? I know that packages are not usually the best way to go, but I would like to have my meals included at least once.

They used to have them but they did away with it.
I too would like to try a package with meals but without the tickets. Maybe a few e-mails to Disney about this will have them thinking about it.
 
As noted they used to have meal plans and even some recreation/tour plans that could be purchased without getting the full package. However, don't expect those to come back since they were discontinued mainly because not enough people were using them outside of getting the full package (it is just a fact that the vast majority of AP holders are never going to buy meal or recreation packages because they are the ones who know exactly what you said: "packages are not usually the best way to go."
