Why can't we get the Disney Visa again?

Really, I want to get one. Not because I really want the another Credit card, but because it has great discounts for WDW on it. For example, the 20% with all tours that I really want to take. I really think that it is completely unfair that we as Canadians cannot get this card, especially when there are so many of us that frequent the parks so much.
Has anybody actually tried applying for the card? I know that it says that you must be a US citizen to get it, but I know soome people have put their city & province in the one box for city and then CA (California suffix) for Canada in the state box. I just wanted to know if that worked.
Anyways, had to vent, sorry.

I suspect that you might need a US social security # as well as a US street/mailing address. I've read on the budget board that there have been problems with the card. Who knows ... maybe some day Disney will offer a similar deal to us *sigh*
