I say it to my mom, and mean it always.
I say it back to dad when he says it to me, but don't really mean it. He expects me to return that or else I'm in trouble. But it's hard to mean it when you're talking to a father who barely knows you.

I say it to my husband and kids, daily, many times a day.

Every time I see my brothers, my Dad, my one SIL, (and my Mom & grandmas when they were still here) when we leave we always hug and kiss goodbye and say I love you.
I talked to my Dad, my SIL and my 2 brothers on the phone today and after each phone call we said goodbye in our usual way-okay talk to you later, I love you, Bye.
Edited to add my niece and nephew in there as well, all the time.
I odn;t say it to anyone on DH's side of the family, except rarely my FIL and my BIL not because I don't love them, it's just not done.
Can never have too many I love yous!

My DW, twin DD's, DS and several of my DBIL's. My mom all the time. My mother and father in law. A few of my best friends. I am proud of the fact that my last words to my DD were "I Love You", prior to his passing. Life is very short; let the people you love know about it.

I do try to let anyone who I love know how I feel at some point... sometimes not often enough, and sometimes I get a little to scared/shy to, but it's important to let loved ones know that they are just that... loved

Hehehe that is like DH when he met my family. He said they did not say "I love you" or hug much in their house. I thought that was weird. My family says it all the time, hugs hello and goodbye, etc.. I sign e-mails to friends "love", I say it every day to DH and whenever I talk to my family.

Also-of course Alice the cat and my awesome pet-sitting clients whenever we visit them
