Which resort can a family of 10 stay on a budget?

The OP never states if the two infants belong to the same parents or not, or which kids belong to which parents. If everyone wants to keep their own kids in their own rooms, that may not even work....it just seems like too many people for just two rooms.
OP asked for budget suggestions. Let her and her family decide what suits them best. I think that all legitimate options should be on the table.
 
Bonnet Creek Resort! You can rent two two bedroom villas or a three or four bedroom villa. Gorgeous resort right next door to the Caribbean Beach Resort.

I was going to say this too! Bonnet Creek is an AMAZING resort! I love it (and I used to be an onsite snob!). Location cant be beat for the price and size of the accommodations.

Otherwise, if onsite, I would look at multiple rooms at a value or renting DVC points (both of which are much more expensive for accommodations for a party of your size).

I would recommend offsite. We rent a house every visit now--we actually sold our DVC, because the kids liked the rental house better. A house offers a ton of room, not only can you spread out, but it's so easy to accomodate different interests, nap and bed times, etc.

I've heard wonderful things about Bonnet Creek--I'd love to try it, but the gang likes the house. BTW, we rent through Romancing the Mouse--we call it "our house", the kids don't want to stay anywhere else.

If on-site is what you really want, renting DVC points is probably the way to go. It would be worth pricing out the AsMu suites and FW cabins, too.

You don't list your kids' ages, but I'll tell you what my gang likes best about the rental house:

DD15 loves having her own room with her own bathroom--a luxury she doesn't get at home. She also gets her own TV in there, and free wi-fi. if she had mini-fridge in her room, we'd never see her. Plus, she runs, so the gated community gives her a nice, safe place to do that. I'm sure there are great places on Disney property, too, but she can do it at Windsor Hills, easily.

DS13 likes his own room and the free movie/video game rentals.

DD7 and DS4 like sharing a room (since they don't get to at home, at least not with each other). It's easy to put them to bed, then have others stay up and watch a movie or something.

Everybody likes the private pool as the best thing, hands down. They also like the jacuzzi. Also high on the list is being able to just hang out--maybe we run too much during the year, but they love grabbing a snack and relaxing. I end up cooking a lot of our meals--they prefer that to eating out.

Sorry for the book, I just wanted to give you some things to think about. Onsite can be great for some people. We found our joy offsite, after 5-6 onsite stays with children.

We are getting the 6 bedroom rental. It will be the 5 of us, MIL & FIL, BIL and possibly my parents. If we stayed at Disney we would have to be renting at least 3 rooms, 4 if my parents came and this is cheaper for us to do, plus we will have a laundry and kitchen at our disposal.

The total cost of our house rental, for the dates we are going, including pool heat, taxes and everything, is less than the cost of renting only 2 value rooms, not getting a fridge, having no internet (which FIL is required by his job to have internet access), and not including the taxes. Plus we would still have one more room to rent. And a LOT less space.

I wouldn't do that many people in 2 value resort rooms. It would get too crowded, too quickly. Plus, sharing 1 bathroom amongst 5 people (even if one is a baby) would not be fun. One time, we took a trip to visit my MIL. We let my SIL and 1 of her kids stay with us in a Holiday Inn room that was setup for 5 people (2 double beds and a sleeper sofa). That room was definitely bigger than a room at a WDW value resort, and we were still about ready to pull out each other's hair, lol. Never again...
 
Oh yeah--I forgot about the convenience of the washer and dryer! This is almost more valuable than the kitchen, since you could find a way to have simple foods in any room. Not only can you pack much, much less clothing, but it seems like I always have some manner of "laundry need" on vacation. It's so convenient to toss in a load in the morning, switch it to the dryer before heading out the door, and it's ready when you get back. So, so much better than spending 2 hours and a bunch of money in a hotel laundry room!

I can't speak for Bonnet Creek or FW cabins, but I know DVC has a w/d in their 1+ BR units. And they're standard with offsite rentals (condos, townhouses, homes--you'd have to check if you're considering other options).
 
what about port orleans riverside. you can get two rooms-5 people in each room. the rooms are bigger than the values and you have a double sink. iwe did five in a room before (4 adults 1 infant ) and we did fine in a moderate the double sinks made it easier to get ready in the morning. .plus the resort is beautiful and it gives you more amenities than the values. you also have a fridge in the room where unless you get a family suite you would have to rent a fridge if youwere to book the values.

As a DVC Member, I can confirm that several of the newer properties offer 2-bedroom units that sleep NINE + 1 child age 2 or under (for a total of 10).

I have done that myself with my brother and his family. We had 10 in our unit with 4 adults and 6 kids ages 2-17. It was certainly snug, but we had 3 bathrooms, the use of the full kitchen (which is a huge money saver that you don't get with regular hotel rooms), and the washer/dryer, which is a huge plus as well. We brought along one blow-up ... which gave us a bed for everyone (with a DVC-supplied pack-in-play for the toddler) ... The two older boys would not sleep together in a queen bed!

If you want to stay on Disney property, a DVC rental will be your best option to have deluxe accommodations at a reasonable price. Your big issue will be whether or not there is room availability on your desired dates. DVC rooms book up much sooner than the regular hotel rooms.

Disney has the Kids Stay and Play Free promotion going on but it is blacked out for the peak summer period. If you manage to visit on or before June 14 and stay onsite, the children's tickets would be free. For a family of your size, that would be a considerable savings.

That's a great idea and we considered it, but my son is graduating from 8th grade and all the commencement activities will be held during that week!

My first choice would be 3 rooms at a value for onsite. And I'm not a huge value resort fan but I know with babies and young children, I'd go nuts all being in 2 - 2 bedroom villas together.
My kids are older now and when we visited my sister with a baby and a 4 year old, the crying and whining got on my nerves very quickly.

My 2nd choice would be renting a house in either Bonnett Creek or Windsor Hills. But then I'd have to be sure to have ear plugs, my own room and be very clear that I'm not the cook/maid or housekeeper so every had better clean up after themselves,be doing their own laundry and I wouldn't be cooking more than pouring a bowl of cereal in the morning!
