Which DVC units get deposited in II?

I've also seen an OKW studio over Christmas recently... If they are done by hand, I suspect that one was a boo-boo, as I can't see much of a reason why Disney would deposit Premier time.
Perhaps a DVCer recently made an exchange into a primetime, very tough trade and II wanted a primetime week from DVC in return. Let's assume the DVCer has OKW points.

Nearest summer weeks, including July 4th week, are too close (flexchange) to be deposited and still considered prime traders now. Lots of developer points have booked up summer reservations, when the kids are out of school. Then, there are precious few truly prime dates. Thanksgiving is booked solidly by members. Until pre-Easter break weeks, there's not much else that's prime besides Christmas/New Year's. And the staff needed to locate a 7-night reservation, preferably with a weekend check-in. Could be tiring and easier to just move over a couple weeks.

I've seen Xmas, Easter and 4th of July over time but I think all those were studios. I'm sure it wasn't a mistake but simply that they do have to deposit something. It'd be hard to do every single deposit as Jan and Sept. My guess is this will change over time and we will see more high demand weeks/higher demand resorts deposited. Even if the percent of members that exchange stays the same, the total number will increase. The trend suggests that more people are exchanging. I'm thinking it is going to be much easier to trade in to DVC through II going forward.

Lisa, my info suggests that II has no ongoing input into the deposits and I discussed this question in person with those near the very top of DVC. Still, nothing keeps II from calling and complaining or DVC from responding to those complaints in such a manner. The info I had suggested that II was dying for any type of deposits from DVC and would take anything (lower resorts, smaller units, lower season) to get more activity. That's one of the reasons why I can't understand why DVC hasn't made the system a better deal for the members. I'm sure II would have gone for lower cost exchanges in flexchange, bonus weeks, unit upgrades on exchanges and the like all with the costs in place currently otherwise, so it must be DVC that's preventing those options.
