Perhaps a DVCer recently made an exchange into a primetime, very tough trade and II wanted a primetime week from DVC in return. Let's assume the DVCer has OKW points.I've also seen an OKW studio over Christmas recently... If they are done by hand, I suspect that one was a boo-boo, as I can't see much of a reason why Disney would deposit Premier time.
Nearest summer weeks, including July 4th week, are too close (flexchange) to be deposited and still considered prime traders now. Lots of developer points have booked up summer reservations, when the kids are out of school. Then, there are precious few truly prime dates. Thanksgiving is booked solidly by members. Until pre-Easter break weeks, there's not much else that's prime besides Christmas/New Year's. And the staff needed to locate a 7-night reservation, preferably with a weekend check-in. Could be tiring and easier to just move over a couple weeks.
