Which car agencies don't charge for extra drivers?

Husband and I are taking a (non-Disney) trip with the kids. He usually likes to drive but has to leave 2 days earlier than us for work. Anyone know which agencies do not charge (or charge a low fee) for an extra driver?
 
I think they all charge. Many affinity codes have included drivers as one of the perks. If you're a Costco member, for instance, using the Costco code with an Alamo reservation gets you an additional driver at no charge. If not Costco, try codes from other organizations (perhaps AAA, Walmart, etc.)...some of them may include the extra driver.
 
We recently booked a rental for Hertz through Mousesavers. Hertz online states that it does not charge the extra driver fee ($14.95) if the renters are AAA members which we both are
 

National does not charge if you are a member. Rates for my April trip ate outrageous right now, but I was able to score a great deal a couple of weeks ago.
 
I can vouch for Budget and National not charging for additional drivers that are spouses. I am an Emerald Club member (National) - and membership is free.
