In my opinion, DVC already has a moderate resort in its collection, SSR. It has some of the fewest "deluxe" amenities and besides its name and maybe the themed pool, it is really just a moderate resort. I personally wouldn't want to ever see another.
As for Value, no way, no how would I EVER think that is a good idea. Maybe if they created a new "brand", but otherwise, intermingling it with DVC would be bad.
My choice is Europe, it offers tons of opportunity and there is a park there (if they built near it. That said, I don't think it will happen all the soon. I look at it in terms of DVC.
When II was replaced by RCI, you heard tons of complaints about the reduction in places to stay in the US, but not much positive talk about the more additions international. My opinion is, a good share of DVC members are most content staying just in the US region, and placing a DVC in another country would present a challenge if they were looking to tap existing DVC members for add ons, exchanges, etc.
