I am not a Jew but do have respect for their traditions.
I took a quick look around the web to see what kind of etiquette there is for "Kotel notes".
Most of what I read had to do with respect for the Wailing Wall itself. I couldn't find anything about a sacred trust of the contents of said Kotel Notes. Just that they are collected once every year and buried. I did see a few anecdotes that suggest that the contents of the Kotel notes are not necessarily involiate.

Regardless, it is definitely snooping by the Seminary student. But, I guess I am missing the outrage unless this is expressly forbidden by their religion.
snooping -- reading someone else's mail -- is forbidden by Jewish law. a seminary student familiar with Torah and talmud would know this.
