Where is Electric Umbrella in Epcot?

Is this one of the restaurants located in one of the Innoventions Buildings? The one with Mouse Gears?

All I know is it is in Innoventions East. Don't know if its the one with Mouse Gears.

When you pass by Mouse Gears toward Test Track, Electric Umbrella is on the left.

We ate there twice last week--once for dessert and snacks and once for lunch. The location is great and we had a nice time one evening watching a water fountain show from the outdoor seating area. However the food itself was pretty forgettable and I wish I had walked to World Showcase instead to get more interesting food.
