We've had CMs take our photo with characters. Just ask them.
We've had our photo taken with regular Donald by the castle and also near the train station at MK. At Epcot we've had our photo with him at the entrance at park opening on the character bus and in the World Showcase again on the character bus.
At Animal Kingdom we've had our photo with Donald in safari type gear at Breakfastosaurus restaurant and outside the entrance. I can't remember ever seeing him at MGM when we've been there.
They had been under the big hat signing autographs...we happened to be heading toward the Great Movie Ride when they were going back inside...I love the picture we got! Just happened to be in the right place at the right time.
We saw him and Daisy at MGM.. at one of the trailers by Jojos Circus' trailer right by Who Wants To Be A Millionaire.. Also saw him at Epcot at Character Connection..
Yes, definitely ask at Guest Services! Either the park or Disney resort Guest Services can find out where Donald will be. He's a popular, well-known character so they should be able to help. (They are not great with lesser known or rare characters, though!).
On our last trip, we saw Donald around a lot! He was in front of the Big Hat at MGM - he used to be regular on Mickey Ave, but it seems the Little Einsteins took his place there. We also saw him in Camp Minnie-Mickey at Animal Kingdom. He is often inside the Character Connection room at Epcot. Donald was in Town Square (right where you enter onto Main Street) at Magic Kingdom on our last trip in May every day. So he is out often, so hopefully you will find him somewhere!
One guaranteed way to meet him (if they still have it) is Donald's Breakfasaurus (whatever it's called). It's in the character breakfast in the AK. I also had my pic taken with him inside the Mexico Pavillion in Epcot's WS. He is/was the rep. for that country and he is wearing a poncho and sombrero with his costume.

Donald was at the Character Connection in Epcot during our April visit. It is a great spot to get some character pictures/autographs, there was no line and we got Mickey, Minnie, Donald, Pluto, Goofy, and Chip and Dale in like 15 minutes.
Between our trips in March and June, we ran into Donald at least half a dozen times. He was at the EPCOT Character Connection several times - if you go at EPCOT opening, the Connection is virtually empty. We saw him at Camp Minnie/Mickey in AK, and character meals at both Liberty Tree and Chef Mickey's.
