Where in the "world" can you find the best fried shrimp?

If you mean Fried Jumbo Butterfly Shrimp like you would find on a platter w/ FF and Cole Slaw--nowhere. At least not at any table-service spot I know of in WDW. I did read once on a previous post that a restaurant in Celebration may have them.
I trust that some of the buffet experts will help you out in case one of the WDW buffets has them.

The Cape May cafe has a nightly clambake buffet. It is at the Beach Club.

DH would eat fried shrimp 3 meals a day if he could! The only good fried shrimp he has found is at House of Blues. This is served on a sandwich but they may serve it on a platter if you request. We will resume our search in December !
