yes, LTT is a character dinner and the characters are dress in halloween costumes. the food was really good there. we made ressies at around 5pm and we did not have passes for that day so we were able to enter the park early. when you are done with dinner you get to see an empty park, it is cool in my opinion. they herd everyone in the park that is staying over to tomorrowland. anyway, i guess the answer to the question is no, it does not have to be at 7pm or later for ressies there, i think you can have ressies from 5pm on, maybe earlier? not sure. i am envious and happy for you, we had a blast on halloween night a couple of years ago! have fun and enjoy!
The dinners at LTT seem to fill up rather quickly.
We didn't care too much for eating dinner there, instead we decided to book a late lunch (2:45PM) then we can head over to Tomorrowland (or whereever they send us) and hit a few rides before MNSSHP! We'll probably find a few snacks or something after dinner until midnight to keep us full.
People seem to prefer LTT because it can be booked when you buy your party tickets and because its festive with the waiters/waitresses made up like Haunted Mansion characters and the characters wear festive masks/aprons (not really costumes).
I did it twice but don't really like the food so we've also eaten at CP, Castle and Tony's and will eat at Tony's again this year.
You can book LTT (if they aren't already filled up) between 4:00p and 9:30p, not just after 7:00p.

I finally planned ahead and made ADRs at Liberty Tree for DD and I on 10/12. Orange County does not have school 10/12 or 10/13, so she won't be tired from school on Thursday, and then we still have Friday to do something else while she is off! I am excited about seeing the characters in costume. I generally have so much fun with that, I wind up not eating much!!!! I got them for 6pm - called as soon as the MNSSHP tix were out to be sure!!!!
