When to go?

We were in Disney from August 17 - August 23. It was my DH, 2 DD's (ages 5 & 8), my sister, her 2 boys (ages 5 & 12), and my parents. We had an ok time but because of Fay it rained almost the whole week. My youngest nephew wined the whole time and the oldest got mad at my daughter and was saying he was going to punch her in the face etc. I also got very annoyed with my sister. My father can't walk very well and refused to get a wheelchair. I wouldn't trade it for the world though, it meant a lot to go with my parents (my dad is very sick). We stayed at POP century and had problems. The night we checked in we walked into the room to find an open bag of nuts on the table and someone elses toothbrushes and toothpaste, among other things. Needless to say we needed to wait for housekeeping to come and clean up the room, which by the time it was done it was very late and we had been up since 5 am. We did get a slight discount on the cost of the 1st night. One day we walked into our room to find a boys underwear sitting on our luggage, we didn't have any boys in our room and they weren't my sisters sons underwear.
Anyway....
I want to go back but can't decide whether to go back next year or wait until 2010. Does anyone have an opinion (based on changes in the parks, expected new rides, etc). I'm also debating whether to give POP another try or try another resort such as CSR (would my kids enjoy it?) or POR Riverside (which is what my co-worker suggested). I was thinking about some time in October. I know everyones experiences and preferences are different and I can't really go by what others say/recommend, I'm just curious about what others think.
 
I've been to Disney nearly every month except December and have a couple favorite times. Late January was great from a low-crowd perspective - and a price perspective. But if you're looking for warmer weather, that's not the best time to go. I know many people do still use the pools during that time, but I'm from South Carolina, and it's too cold for us to swim in January. Mother's Day weekend has byfar been the best time - the crowds have been minimal every year, the weather is beautiful, and the Epcot Flower and Garden show is there. I've really been shocked at how great the crowds were at that time. I always love October too because of the Food and Wine Festival. But May - Mother's Day weekend - is really the best for me. I think your family would enjoy POR - I've stayed there a few times and it's a nice moderate resort. If you can swing it, the Epcot resorts are great too - Beach Club being my favorite. Great pool, great boardwalk area to entertain the kids - yet of course, Deluxe prices. You just have to keep your eyes open for room discounts. August is tough because it gets crowded now with the free dining plan - and everyone gets a little more cranky when it's that hot out!
