This has been my experience as well. Even tho we are known as the sunshine state, it's usually too cold to go swimming/play at the water parks during our winter months
If you are from other parts of the country swimming in the winter months at WDW is great. When we visited FL from PA we swam from Nov. to March with no problems.

We used to enjoy watching the Floridians all bundled up around the pool. One year a lifeguard was in his sweats wrapped up in a blanket while the rest of us were in our suits going in and out of the pool.

Was the lifeguard giggling? Floridians can always tell who the northerners are by watching this very thing We gladly let them enjoy themselves ~ but we do get a chuckle out of it
