When does an AP start "ticking"

Is it when you buy it? When you first use it?

Can you purchase it at the WDW resorts or only at the front gate or in advance on the WDW website?

Does any reputable organisation offer discounts?

I think it depends on where you purchase it from ... Like if you bought it from TDS, I think you get a voucher which doesn't activate until you trade it in for an AP. If you buy it from the Disney Store at Orlando airport, it activates on the day you purchase it.

If you buy it in advance from TDS, the Disney web site, by phone from 407-WDISNEY, or from the DC 800 line, you get a voucher that must be exchanged for the actual pass at WDW. The year will start when you do the voucher exchange.

If you buy it at WDW or anywhere in Florida, it is active from the moment of purchase.

The resorts do not sell AP's. You can order it online on the Disney web site. If you wait until you get to WDW, you can get AP's at any major park ticket booth, any makor park GUest Relations window, at either of the two Guest Relations offices at DTD, at either of the Orlando Airport Disney shops, or at select Disney mall stores at nearby Florida malls. No. Disney is the only one who sells AP/PAP's.

That's true. The Disney Store in the airport is run by the parks division, and sells you an activated annual pass. The Disney Stores outside of the parks and the airports sell you vouchers that you exchange for activated passes when you get to the parks.
The web site also sells vouchers.
