when do credits start?

I am just trying to figure something out when does the credits start at check in?
or a certain time
If we get to our resort at say 11:30am I am not expecting our room to be ready but would our credits start at 11:30?

Yes, credits start at check-in. You will get all your credits for your whole stay, to use as you wish. You could go right to the food court and get your refillable mugs and fill them up. Or head to the parks and have a CS lunch or snack. It's possible your room could be ready at your arrival time.
 
You can check in whether your room is ready or not. All your dining credits will be made available to you at the time you check in.
 
They are available from the moment of check in.. until.. midnight on the day of check out.

So you can check in and if your room is not ready you can go have lunch then hit the pool, as a suggestion put your swim suits, and sun screen in a beach style bag/ carry on so that you have them handy. When we lived out of state we enjoyed using the pool, lunch and getting into that vacation state of mind. We would also have dinner at DTD or Disney Springs as its new name. Then off to bed early.

As another suggestion if you have any left over credits, snacks or meals make sure to cash them in the night before your departure day, if you have a early flight, bakery items for breakfast on the run, and snacks for the plane ride or for when you get home makes the magic last longer. If you don't leave till mid-day you can grab some sandwiches for the ride to the airport. Earl of Sandwich at DTD makes great sandwiches for the road. Lots of options.

Is eating allowed on the DME buses?
 
Techincally eating is not allowed on the buses but I've seen it done. Haven't tried it personally.

While I don't think it is "allowed", I have seen lots of people going the snack route while on the buses, not just DME. I have low sugar, and I have eaten a protein bar while on the bus.

My friends just did this during Christmas/ December, on departure day, They had breakfast at Chef Mickeys, then headed for DTD, Shopped around for a while, cashed in all the snack credits at Goofy Candy Shop (ask for a box for your treats.) Then went into Earl of Sandwich and used up the rest of their meal entitlements for to go. They did not get any hot sandwiches - So cold sandwiches ( they request mayo and mustard in packages) chips and drinks. The headed back to the resort, on DME and headed for the airport. Their flight was delayed a few hours, so they dug into the to go in the main concourse before going thru security. It worked well for them.

Taking a cold sandwich in a bag on the bus, but eating it in the main concourse is very different than eating it on the bus.
Eating a protein bar on the bus is very different than eating a sandwich on the bus.
Eating on the bus is prohibited. Whether you choose to obey the rules or not is up to you.
