Indiana used to not change the clocks, but the idiot then-Governor Daniels decided we needed it. Then the powers that be decided we needed to be on Eastern time rather than Central, even though we are a lot closer to Chicago and the middle of the country than we are to New York and Washington, DC.
I would think the counties close to Chicago would want to be central as well as down near Evansville But the counties close to Cincinnati would want to be Eastern. I wouldn't think those near Indianapolis would give a flip.
Keep in mind that the time change affects people who are closer to the poles then those who live closer to the equator.
Around here, the first day of summer has 16 hours of daylight while the first day of winter is only 8 hours. We have twice the daylight hours in the summer vs. the winter. If we didn't switch to DST, during June & July the sun would be up around 4 am.
In Phoenix the first day of summer has 14 1/2 hours of sun and winter starts with 10 hours. A difference of 4 1/2 hours which obviously the people of Arizona feel isn't enough of a reason to switch.
Honolulu is 12 1/2 hours the first day of summer, 11 hours on the first day of winter so really no benefit to DST.
Me, I'm just looking forward to the extra hour sleep next weekend. I don't care about the 'extra' daylight. It's dark when I get up and is getting dark again around 430...
