When are Point Charts published for new DVC Resorts

When would DVC publish the point charts for a New DVC resort. Ex, when will they publish them for the Grand Californian?

Probably when they release the sale information. You'll need the chart before you decide to buy.

Usually they come out about the time they announce the exact date for beginning of sales.
