When a Wedding reception says "adult" only does that mean over 18 or 21?

In my experience it is meant to be young children should be left at home. An older teen is perfectly acceptable, the bride/groom just wanted an atmosphere that wasn't overrun with kids from ages 0-16.

I think it means "hey, cousin Sally - we invited you and Bob. NOT your screaming toddlers. Since I don't trust you to pick up on the etiquette based on the names on the invitation, I am directly stating it here."

NEver heard of writing adults only on an invite.

We used a cut off of 18 because I had to draw the line somewhere.
 
Really don't want this to turn into a debate whether a reception should have kids or not but my sister and I were just wondering the age? She said 18, I say 21 because of obviously the alcohol.

What would you guys assume?

I would take it to mean that the invitation is for whomever it is addressed to only. Don't bring your kids along.

It means whatever the person issuing the invitation wants it to mean.

One clue would be whose names are listed on the invitation. Anyone whose name is not specifically listed on the envelope is NOT invited.
