What's the official word on updated FP+

So I read a few articles that said you can only have one Tier one FP THE WHOLE DAY (even if you use your first tier 1) and a few articles that said everything was as is on that. If there are still tier 1 FPs available on the day of, you can get them if you've used your first.

Anyone who has been there since April 10 have the final word?

Further, let's say I take a FP for Test Track, does that mean I'm blocked from same day FPs on Toy Story or other Tier 1 at HS???

You are not "blocked for the day."
But, you are "blocked" until you have used (or let expire) all 3 original FP+ reservations for the day.
This is the same situation with FP+ as has been the case all along.
 
Agree with Robo - I've gone to HS and Epcot and tested this a couple times in each park on different days since April 10th. You have to either use your Tier 1 and both Tier 2's or be past the window of both Tier 2's before you can book an additional Tier 1. Otherwise you get the following message:

It will allow you to make a new Tier 1 for another park without using the Tier 2's (so if you just went to use Test Track at Epcot, you could book RnRC if available immediate after scanning your band at TT) but not another in the same park.
