What time can I start booking ADR's?

I was wondering what time (on my 180 days out) I can start booking ADR's online and over the phone? Are they the same time?

Booking online has been 3am est.

If you call it is 7am est!

Booking online is no longer 3am est, they fixed the glitch. It now rolls over at exactly 6am.
