What is with the use of the fast pass line?

We have visited each of the parks several times since they reopened. One question that I have has to do with the fast pass line. I realize this lane could be used for groups like “Make a Wish”, but it just seems it is being used by others. Does anyone know who has the use to bypass the stand by line?

DAS holders. People can also get access via "guest recovery" at Guest Relations.
