I have read somewhere that children under 3 are free at some restaurants. Is it all sit down restaurants or just the character meals? Buffets? Thank you! BTW my DD is 2. 
What is the deal with children under 3? Free?

The child will not be charged at a buffet or family style restaurant. If you choose to order a separate meal for the child at any of the other restaurants, you will be charged for it.

That's right. They are only free at buffets or pre-plated restaurants.
They are free at menu restaurants if you don't order them anything!
If you order them something, then they are not free.
