I should know this but, well, I just don't.
If I book at 11 month in my home resort. At 7 months, I find that another resort is available, some place I've never stayed, what are my options?
Cancelling and rebooking?

Yep. That's what you do.
 
Would there be a penalty?

Nope, as long as you didn't cancel less than 30 days out. If your new reservation used fewer points, you'd want to make sure you could bank those points. If you borrowed points to make the original reseration, you couldn't unbank them. You'd have to use them and bank current year points if you had too many left over.
 

If you have PLENTY of points, you book, then cancel. That doesn't work for those of us without a ton of points or who have to borrow to get our reservations. But there is always a SMALL chance that in cancelling and rebooking, the room you want disappears, and the room you have gets nabbed in the interim. So people with a ton of points book their non-home resort, then cancel at home.
