Because that's how the entire system works?Why do they have to make them available? They can really do as they please with the points they own since they can simply "book " the rooms to themselves and keep them vacant if they wanted. They also have clauses that DVC can commercial rent the points they own ( unlike us) which is where I think they can draw the right to lease them to the trust. And since they own apx 75% of the association at that point, the only thing that would stop them is Florida timeshare laws.

They can book with their points, or sell the points that they own, but they cannot REMOVE rooms/units them from the current use plan just to put into another use plan. If they were able to do this they would have a vast amount of power to change how the ownership works at the detriment of owners.
