With Xanga you have to pay to do almost anything so I wouldn't go with them.

I would recommend ImageShack, because it's probably the easiest to use and it's free and requires no subscription.

i say photobucket or freewebs. aolhometown has stuff too, but its one of those last resort deals.

PHP and MySQL (if you know what they are and need them) are included.

I actually have two paid hosts, GoDaddy (for http://ltmsforum.net) and iPowerWeb (for http://wbhoenig.net). GoDaddy has good support, but iPowerWeb is the better host.
