When I was in the Fast Pass return line for Peter Pan, a guy came up with a plain white credit card sized card on a black shoelace. Looked almost like a pin lanyard, but much skinnier. He handed it to the CM, who then scanned the card on this "box" and then hung the card on the box, where she already had 3 or 4 others. Is this like some kind of freedom fast pass? Where does one get these?

It sounds like one of the cards the CMs use to determine a line's wait time. One CM gives the card to a person as they enter the line and then that person gives it to the CM at the boarding area.

Was this man using the regular line or the Fast Pass line?

You know........I was pretty sure I had used the fast pass for that ride, but maybe I'm mistaken? He was definitely standing right in front of me though.

We did this at AK for KS last year in September. They asked if we would hand this white card on a black lanyard to a CM at the loading platform. They use it to determine the correct wait times for the rides. Mickey

They are used to determine the wait time. There is no advantage to carrying one, as "skipping" the line would not give an accurate queue length measurement. Most often, they are used in the Standby queue, but they are also used to gauge the FP wait time occasionally.
The cards have no cash value and are not valid for park admission, priority entrance, or anything else.

My DH was given one as we went into HISTA. We gave it to the CM and they just looked at us and took it. On another trip as we were getting on to PW I asked about it. The CM was pleased to tell us what it was and then decided to go ahead and check. He took one of the cards and stuck it into a box and clicked something and gave it to me. He said to give it to the CM at the top.

He did say it was used to check the wait time. They might have been checking the time on the FP line.
