Another vote for the Candy Lady in Japan. She is listed as "Myiuki" on the information guide. If you plan to get to her booth about 10 minutes early she will make custom animal lollipops for all of your kids right infront of you - my kids thought it was amazing. While you're there check out the Tin Toy museum at the very back of the Japan complex... pretty cool.
