I wonder what the chances are that the dinning plan will be available by the time I go to WDW in February?

50/50. It will be or it won't be.

I'd say barring a surge in COVID cases that things might be returning to some kind of normal by the start of the year.

It is unlikely to return until restaurants are at full capacity. They can’t offer it until those who are using it can get reservations. It will probably be different from the old plans, but nobody knows.

I think the Dinning Plan will show up the same time as the Annual Pass.

If/when it returns will most likely coincide w the full wdw being open, all resorts, all dinner shows, all restaurants

It would need to open a bit more restaurants to even say dining plan should come back.

That also, because California Disneyland still hasn't opened a lot yet.
