My wife and both have problems in the "on foot" transportation department (her knees, my titanium hip). What is available for moving about the parks in terms of carts, etc, and how does one pay for such?

go visit the disability board.

you can rent from Disney or outside. outside is definitely cheaper.

they both have ECV.

both will deliver to your resort.
