Water Park Option without Hopper Option

Hi all. My friend is going to WDW in October, and he's not getting the Park Hopper option. They are planning on getting the Water Park option though. He asked me if he could do a water park in the morning and go to one of the other parks at night. I told him that he should be able to, because the water parks count as a seperate ticket. Was I right?
