If you're looking to walk to the sites, the Hilton Garden Inn is a good location, although there won't be many people around at night, as its in a part of the city that's mostly office buildings. As people have said, the Hyatt is a nice hotel, but it's not in one of the nicer parts of DC, and you won't have quite as many food options right by you.
If you don't mind taking the metro into the city, Old Town Alexandria is a very cute area, but it will probably take you 20-30 minutes to get to the national mall area where the sights are. Old Town has a ton of great restaurants along King Street between the metro station and the waterfront (a little over a mile). Rosslyn is a more convenient location in terms of time to get into the city -- it's just across the river, but you won't see quite as many restaurants in the area.
I'd definitely recommend visiting Georgetown, but wouldn't stay there -- the only way to get in and out of the area is by bus, taxi or walking.
Dupont Circle has a ton of restaurants, but again, you want to be careful what direction you go from the circle. The neighborhood changes a lot as you go east. It's also probably going to be more expensive than some of the other neighborhoods and it takes a little more effort to get to the tourist sights. You'd have to switch lines on the metro.
