Listen most of the time when someone tries to get out of dudley do right they stumble or place their foot in the water. This person getting out will now be stuck in that scene. As a safety procedure they must stop all cars and then drain all of the water so that each person can get out. Then the whole ride has to reboot and they must cycle the cars through before accepting any further passengers. This does seem like a little much, but a theme parks top priority is safety.....well usually.
