My son will be wearing a "costume" for his bell services role. Will a jacket be part of it, or does he need to go buy a nice cool weather jacket?

I would guess that a jacket would be included in his costume. That way, all of the bell services people all look the same.
 
If he needs it, a jacket will be provided for him at costuming. Disney doesn't allow you to wear personal items of clothing onstage, just costumes! :)
 
that's a yes and no on personal items. I wore a personal scarf while working at Auto Plaza - I prefered my own gloves as well. same for undershirts (I hated the ones from custuming)
