It's highly unlikely they'd ever implement this on a permanent basis. Disney has been restricting Disney Springs resort bus use for at least 5-6 years for very busy times like Spring Break and Christmas/New Years. It's not something new, but seems to have made the rounds on various online forums and blogs this time that earned extra attention.
It's worth noting also for those who travel to Disney Springs during these rare times, the restriction is intended solely for off-site guests. The checkpoint is right at the entrance to the bus area - if you have ANY Disney resort reservation or dining reservation, you can get into the bus stop and then are free to hop on any bus, even ones you're not staying at or have any dining reservations at. They don't specifically restrict which resort bus you have to use. And it is only for Disney Springs - one can still access resort busses from any of the parks during this time.
It is over - and likely won't see another such restriction until possibly Christmas week or New Year's.
