Walk up list?

How does this work? Do you need to be at the park already to join it

Was curious as well so I just went to the app and clicked on the dining tab. Next to the breakfast, lunch, dinner tabs is one that says "now". I clicked on it and it showed the ones that are already full (50's, BoG etc), for the ones available (Ale & Compass and GFC) it says to move closer to the restaurant and it says what the wait will be if you join the list.
