This has probably been answered before but maybe someone can help me out.

If everything DVC is booked yet CRO can get a reservation for SSR studio, should DVC has access to this studio before CRO?

I am waitlisted for Nov 11th for a studio at SSR and was told they are totally booked. I called an CRO has SSR studios available.

You know that SSR member who booked the GF for early Nov? The points they used to make that reservation are being sold by CRO to recoup the cost of their stay at the GF. That's the simple version. That's why you can't get it, it's already been sold.

Duh, I know why they are charging $95 to book a non-DVC WDW resort, they haven't been able to sell the villas they get for trading out to these resorts and they've gotten stuck giving them away for the price of the All Stars. So if fewer members book these non-DVC resorts, they will have less to sell.

DVC did have access to it before CRO. But then a scenario like the one described by Deb & Bill took place and they don't have it anymore.
