If u don't get to use a placeholder the 250 is refunded, correct?
Yes, if you book a placeholder and have not converted it to an actual cruise after 2 years, your deposit will be refunded to the method of payment you used to book it.
 
I thought they previously have a postcard offering “10% off future cruises” Sent to those first timers. Did they stop that practice?

Again, you have to wonder why they are bringing it back. Seems early to start offering incentives to offset lost bookings due to coronavirus fears, but maybe not?

Those were never very consistent -- some received it some didn't.

My guess -- and it's just a wild guess -- has nothing to do with coronavirus. I think it's to get people to make a reservation that they will have to use on an "old" (read: current) ship. I wouldn't be surprised if the new ships are blocked out for quite some time, requiring a new reservation.
