Volcano Bay - Worth it with a 3 year-old?

We're looking at taking advantage of the buy 2 get 3 ticket deal currently offered for a trip this Fall. Debating between 2 and 3 park. We've never done WOHP and I haven't been to Universal at all in almost 2 decades, but I still think we might be done with the main 2 parks after 3 days, so considering getting the 3 park tickets so we can spend one day at Volcano Bay. I have a 3 year old and a will-be 8 year old. They are both strong swimmers for their ages and love being in the water. If my youngest can't ride the 42" height requirement rides, is it worth going? Do they have any kind of rider switch system? Thanks!
 
Someone will have to answer if it's worth it, or not from their experience, but to answer your question about child swap that is no.
 

Can parents join their kids in these areas? What about older siblings?
Yes, to parents. I remember running around with my son.

I'd think an 8 year old would be fine too, especially a sibling, but you never know when you'll encounter a lifeguard on a power-trip.
