Victoria and Albert Dress Code

I've seen the dress code for Victoria and Alberts and it's all pretty straight forward, except for shoes. I've seen that sandals, flip-flops or tennis shoes are not permitted, which is fine, but does that mean only heels for women or are dressy sandals permitted?

Indeed they are. As are "flats" for women--it's all Mrs U ever wears at V&A.

As for me--tan loafers.

I can't wear heels and I do fine in flats or sandals. less dressy but not Tevas

Yes, flats or other shoes are fine. Just not obviously casual sandals like Tevas. V&A is a place for dressy/business attire!
