I am looking into buying 100 points at Vero Beach through a resale, even though the maintenance is high; it is $2000 less than SSR! What would you do? Go for Vero or SSR????
Just be advised that Vero Beach has annual dues of $6.61 per point and expires 2042.
Saratoga Springs dues are $4.46 per point and expires 2054.
It really depends how long you plan to own. If only for a few years than Vero Beach is the way to go in my opinion. If, however, you plan on owning for 10+ years than Saratoga Springs would be the way to go.

I plan to use it to the very end. 100 points is plenty as I could go for a 3 night stay at VWL in very late August and a 5 night stay at BWV in the 1st week of November.
If you plan on using it until the end and plan on making reservations less than 7 months in advance then I suggest you choose Saratoga Springs.
If you plan on making reservations more than 7 months in advance then I would suggest you choose to own where you want to stay.

If you own somewhere at WDW, you can make a reservation at your home resort at 11 months and then try to switch to your preferred resort at 7 months. I'd also look at OKW. The selling price is a little lower than SSR and so are the dues. The villas are larger, and the points costs per night are roughly 25% lower than SSR and 40% lower than BWV or VWL.
OKW generally has a 2042 expiration date, but there are some extended contracts with a 2057 expiration date. (Personally, I wouldn't pay any premium for the extra time, but that is just a personal opinion.)

I agree with everything Jim and (and everyone else has said). I think there is one more factor involved: If you plan to go to WDW every other year at a slow time - then - you can take your chances at a resort you do not covet.
If you plan to go during the busy times, good luck finding a reservation you really want at the 7 month window.
We went last year NOV. 2 to 7..... Will never go in April again!!!!! Longest wait was 2 hours for Toy Story Mania!!!! Longest we waited was 30 minutes. Had the nicest room possible at WL!!!! (Directly facing Bay Lake, 6th floor) However I did a spread sheet and my parents, 50 and 49, would be purchasing it as I am only 16. I am leaning towards recommending Vero because it will not last as long and all other resorts that end in 2042 (except OKW) are much more expensive, as my mother is rather stingy. Perhaps I will edit the spreadsheet and post it...
You may save $2000 upfront with Vero, but you'll more than make that up over the life of the contract in higher maintenance fees. In other words, Vero will cost your mother less now, but much more in the future than OKW or SSR would. It's not going to be the bargain you think it is. Multiply out the current maintenance fees for OKW or SSR over the life of the contract, and then do the same with VB. You'll see how quickly that $2000 savings will be gone, and then she'll be paying high maintenance fees for the rest of the contract.

The first week of November will be harder to get at BWV at 7 months than will late August at VWL.
Jersey week and Food & Wine Festival time makes for a lot of competition to get BCV & BWV. There will be some times when you will not be able to get into BWV at 7 months for that time.
One big concern I would have with Vero Beach is hurricane damage. If the resort is severely damaged, they could take it out of the DVC system and you would not be able to book anywhere else. They were closed for 2 months after a hurricane (2007?) but they did not suspend booking elsewhere at that time although the contract would allow them to.
