vector file for graphic / logo

A friend of ours made a logo for my DD's band. It was good enough for their website, Facebook page, flyers, tshirts, etc., but now we need to have some large banners made and the quality is compromised when it's blown up that large.

Anyone know of a program or website that will render a vector file from my .jpeg, .png or .psd file for a decent price? Their budget is small and they've stretched it pretty far already.

Our friend did the logo for free and apparently he does not have the program needed to render the vector file.

Anyone have any ideas for me???
