We have always used RS in conjunction with FP. We have never hid a child or anything of the sort. The CMs have never even asked for (much less required) a FP from the set of riders who used the Rider Swap (even when the first set did use a FP, and the second set rode immediately upon their return).
Right, that's fine. Ppl will drive 10 miles over the speed limit too. Doesn't make it right. Other ppl shove right in front of you at a parade. Doesn't make that right either. It's just... a rule that's hard to enforce thoroughly.
Some folks were going so far as to assert that those CMs that were actually trying to enforce the rule were in the wrong, or rogue, etc. When in reality they are not. That's all I'm saying.
I would imagine if one planned FPs to split them, then showed up and couldn't get on twice for free... they might be mad. But it's their own doing. If you want to try this, try it, but I wouldn't plan my FPs around being able to abuse a system that is enforced at CM discretion -- then be mad at the CM if they did their job.
