The 11 & 7 month window is based on when you are going, not use year. For example, if you are planning on going in June, your 11 month window at your home resort is July & your 7 month window for all resorts is November.
Or at least that how it was explained to me. Please feel free to correct me if this is wrong.
You use year has to do with your deadline for banking your points.
1) your banking window closes 8 months after the start of your use year. hugely important to know. if you are travelling in the last few months of your use year, cancellations can be a major problem.
2) when your points are valid for stays.
use year has nothing to do with when you can call and book - that is solely an issue of which home resort you purchase. you have an 11 month window at your home resort and the 7 month window at all other resorts - use year is not a factor.
(it's a little confusing to say that points "reload" each use year - i just looked at my account online and my october 2011 points are already in my account and available. i just can't book anything with them until i hit the 11 month window.)
You have 8 months from the start of your UY to bank your points. Because of this it is best to choose a UY that is just before your favorite vacation times. We go to WDW Nov - April so we have a Oct UY. Should we have to cancel a vacation, we still have time to bank our points so we don't lose them.

This is right on the money. I always go in December and my UY is in August. It works out great for me. My friends also go in December but have a February UY. This does not work out as well for them. If they cancel their trip in November it's too late for them to bank the points.
I will just add that you should try to contact DVC if you ever have that problem. We did have to cancel at the last minute a few years ago, and DVC was kind enough to allow us to bank our points. So, it is worth a try if you are ever in that situation
