We've used both Epcot at night when the crowds are gone and the International Gateway during busy times. The longest lines seem to be at MK, so we avoid upgrading at that park.

Any ticket booth or Guest Relations inside or outside any theme park, or at TTC, or at two locations at DTD.

Picking one place over another due to past "good" or "bad" results is kind of like choosing
which date to have a picnic based on what date it rained last year.

We have had the best luck with lines and general competency at Downtown Disney.

We've had good luck with DTD, MK guest relations and DHS guest relations. I like doing it at a guest relations location working on the idea that there are lots of people in there if one doesn't know they can easily find out from someone else (ticket booths you just seem to have one person so it would be more hit/ miss). DO go in knowing how much you should pay to upgrade - if the CM quotes a different amount be prepared to ask for a supervisor or go to another location.

Last Oct we upgraded as we were exiting AK, very quick with just one person ahead of us.
