This was true, at least for me. I posted this on my trip report and someone mentioned that I might want to post it to the main board as a FYI.
I went to get my free ticket and upgrade to a 3-day pass at the ticket windows outside Disneyland entrance. It took a little bit but it got done. I walked to the gate to take advantage of the magic morning and the cast member scanned the ticket, then looked at the back and asked if I was a Disney hotel guest. I said no. She said my ticket didn't have a magic morning so if I wasn't a hotel guest I would have to wait until later to enter. I told her I thought all 3-day tix had a magic morning but she said that they did not have one unless it specifically said so on the back. So I ended up spending an hour walking around downtown Disney while I waited for the parks to open to regular guests.
Anyways, just my experience that I wanted to share with you all, in case you were planning on a magic morning when upgrading your GAD.
