Upgrade a WDW AP to a Premier AP at DL?

I’m not sure if this belongs in a WDW forum or a DL forum, so please move it if I posted it in the wrong place.

Would I be able to upgrade a WDW Platinum Plus AP to a Premier AP at DL, or would I only be able to do that at WDW?

Here’s the background/additional context: I live in CA, very close to DL. I had a DL AP that expired earlier this year, and I don’t know when I am going to get one again. I hadn’t planned on getting another one until at least next year. However, I have 2 trips planned to WDW this year. I have a 5-day trip next month and a 4-day trip in December.

I already purchased a 5-day PH/WPFM ticket for my September trip. The cost of that 5-day ticket plus a 4-day PH ticket in December is the same amount as the WDW Platinum Plus AP. As a result, I am going to upgrade to that pass during my trip next month. That will allow me, at the very least, to take a long-weekend trip in March for F&G.

I may get to a point where I decide to upgrade to a Premier Pass some time over the next couple of months. So there’s where my original question comes in. Do I need to plan the upgrade to the Premier AP to a time when I will already be at WDW, or can they handle that transaction at a DL ticket booth? I really don’t want to shell out the money to upgrade all the way to Premier when I am at WDW next month. It would be nice to spread that cost out a bit.

If I have to wait until I am at WDW to upgrade, that would leave my options to upgrade as my trip in December (which I don't really want to do), or in March if I decide to go then. If for some reason I don’t go in March, then I’m not sure when exactly I would go back, though I would plan on going at least one more time for the sake of using the pass.

That would also then put a big damper on my desire to get a DL AP in the coming months. I wouldn’t want to pay for a separate DL AP. The cost of upgrading from WDW’s Platinum Plus AP to the Premier would be $610 (plus tax), and I realize that I am making a naïve assumption that the prices will be the same when I upgrade. The lowest level of DL AP (other than the So Cal options, which I would not choose) is currently $599. That would mean that for $11 more, I can basically go from the lowest level to the highest level of DL AP. If they won’t do the upgrade at DL, though, I would need to pay for a separate DL AP, correct? I suppose that is the cost of my choice to not upgrade this year.

If I were you, though, I'd wait on DL until next summer when Fantasmic!, the railroad, and the Rivers of America watercraft return (all currently out of commission due to Star Wars Land construction.)

They can upgrade it at a DL ticket booth.

However, your expiration date will stay the same as the expiration date for your existing AP. You won't get any extra time.

I looked into upgrading my Florida Resident Platinum Plus AP to a Premier Pass back in May. They could most definitely do it (it would just take a little time), but I ended up getting a Signature Pass at Disneyland to have a full year at Disneyland, while still keeping my Florida Resident discount on my Platinum Plus.
 
Also - I totally get the thought process on not wanting to shell out $$$ if you don't absolutely have to. With my WDW AP, I pay a monthly fee instead of all at once (it keeps the husband from freaking out that way) - and I didn't really want to give up that option PLUS the option of my discount.
