They weren't building anything in there. Soundstage 44 has been used for storage and has also seen haunted houses in the past. There were rumors of it being used this year, but that's bunk. They did store quite a bit of elements that have been developed in the past and have been worked on this year for haunted houses. I know for a fact that SS44 was not going to be used for
HHN and was specifically off limits to the designers for use when they began putting things together at the beginning of the year.
The designs for HHN are done early in the year because the designers have to pass them through architects and engineers to be sure they can clear codes - then there are revisions after that happens. If Universal suddenly pulled the building out from under them, they would have to go without one haunted house.
Besides, SS44 was not up to code for mass occupancy, so getting permitting for a haunted house there this year wasn't in the cards. I know with 100% certainty that SS44 was not planned for a haunted house this year and the group designing the houses for HHN was told it was not available, though they just assumed it was because of the structural safety issues in the building for occupancy.
Heres the permit for 44, apparently for a 2012 HHN house. They were sent in May 17th 2012, and requested to be removed on June 29th 2012. Final removal I think was July 12th.
